Cole Easdon produced a BREEAM (Building Research Establishment Environmental Assessment Method) compliant Transport Statement and Travel Plan to support a planning application for the re-development of the Tyndale House Library, located in close proximity to Cambridge University.

Tyndale House is an international centre for research that specialises in the languages, history and cultural context of the Bible.

 

As part of the planning application the existing library building is to be replaced with a new facility, which will be used by those working in biblical scholarship or related disciplines at a postgraduate or higher level, but may also include students or academic staff from Cambridge University as well as researchers from across the globe.  As well as a library facility, the proposed development would also include accommodation for those studying at the library from elsewhere.

Cambridge City Council requires all non-residential developments to achieve a BREEAM rating of at least ‘Excellent’.

A Transport Statement and Travel Plan must be submitted which meets the requirements of Tra01 and Tra02 of the BREEAM UK New Construction 2018, Non-Domestic Buildings Technical Manual.

Cole Easdon produced a Transport Statement on behalf of the developer in order to help them achieve an ‘Excellent’ BREEAM rating.  The Transport Statement provided the following information:

  • A thorough analysis of the site’s accessibility by sustainable modes of transport, including:
    • walking and cycling routes which include:
    • the location of nearby cycleways;
    • the accessibility of the site by walking and cycling;
    • current facilities for cyclists including the location of cycle hire schemes in close proximity to the site
    • a summary of local bus services including the location of nearby bus stops; and
    • a summary of local rail services.

 

  • A public transport accessibility index score, calculated by identifying bus stops within 650m and rail stations within 1km (identified as nodes) and the average number of trips per hour (one-way) at each node between 08:00 and 19:00;
  • A summary of local facilities and amenities located within 500m of the site; and
  • Identifying features within the site and within the surrounding area for people with disabilities including travel to and from Cambridge city centre and railway station and beyond, taking into account all types of disability including mobility, visual and hearing impairment.

A site visit was carried out to assist with the production of the Transport Statement to identify whether facilities and routes were accessible for all users (including for all disabilities and by all modes).

Cole Easdon also produced a Travel Plan to set objectives that the development will need to achieve towards encouraging more sustainable travel, together with a number of measures in order to meet the required BREEAM rating.

Cole Easdon worked with the developer so that the measures offered would comply with the requirements set out in the BREEAM UK New Construction 2018, Non-Domestic Buildings Technical Manual and also the Cambridge Local Plan 2018.  This included the following measures:

  • the provision of secure and covered cycle parking in compliance with Cambridge City Council standards;
  • provision of shower and locker facilities;
  • promotion of mobile phone applications to obtain real time public transport information;
  • the provision of sustainable Travel Information Packs for staff; and
  • the provision of electric vehicle charging points at all car parking spaces provided on site.
