Cole Easdon was appointed to provide Transport Planning and Water Management services to support a planning application for the redevelopment of Croft Hill Service Station in Leicestershire.

The now consented planning application proposed the demolition of the existing service station and redevelopment of the site, incorporating new commercial floorspace, EV charging bays and car wash bays, in addition to an updated petrol pump arrangement and associated kiosk.

 

Within the Transport Statement that accompanied the planning application, a robust car parking justification exercise, using a comparable TRICS survey site, was undertaken to test the suitability of the car parking provision proposed for the commercial floorspace, which was subsequently deemed acceptable by Leicestershire Highways.

 

A vehicular trip generation analysis was also conducted based on the notion that the replacement petrol pumps and kiosk will not generate new vehicular trips on the highway network, and only a modest number (10%) of vehicular trips generated by the ancillary commercial uses will be ‘new’ trips. Therefore, it was determined that the proposed redevelopment would not detrimentally impact the local highway network.

A Flood Risk Assessment and Surface Water Drainage Strategy was prepared.

The EA Flood Map for Planning indicated the site was within fluvial Flood Zone 2 and 3. Working with the Design Team we provided advice in relation to flood risk matters such as flood resilient construction methods and an attenuation SuDS scheme to ensure that the development proposals did not increase flood risk over the lifetime of the development. The SuDS strategy provided significant betterment in terms of offsite surface water discharge rates for the development proposals compared to the existing situation.
