The development proposals consisted of the demolition of existing kennels to be replaced by a new residential development.

The proposals for the erection of 40 No. dwellings with 12 No. car parking spaces (inclusive of 2 No. blue badge parking bays) were approved at Planning Committee in January 2025.

 

Cole Easdon produced a robust Healthy Streets Transport Assessment to accompany the planning application, which included an Active Travel Zone Assessment, Vehicular and Person Trip Generation Assessment and Delivery and Servicing Management Plan.

 

The proposed car parking quantum was considered to strike a balance between LB Waltham Forest’s and indeed the London Plan’s aspirations to reduce car usage and encourage greater usage of sustainable modes of transport, whilst at the same time acknowledging the higher level of car usage and ownership that exists among Waltham Forest residents.

In order to assess the impact on nearby roads caused by potential overspill car parking generated by the development, CE commissioned a Lambeth Methodology parking survey.

The survey established that there was adequate residual capacity on the local highway network to accommodate the maximum number of vehicles envisaged to be generated by the development, if overspill car parking did indeed occur.

During the planning application process, discussions were held with LB Waltham Forest regarding the widening of Genever Close to improve access for larger vehicles and the general flow of traffic. This, coupled with the proposed turning head within the site, would significantly improve vehicular access along Genever Close, most notably for refuse collection and emergency vehicles.
